Symbian smartphone: The entire bandwidth can not be used

The entire bandwidth can not be used
I have been in the house living in really 8MBit/s (can not have more ) In all cases, it is not the problem. But the problem is that when I run TPTEST or download either a client or directly from the Internet, so I get no more than 1MBit/s (TPTEST) and 100kb/s (150 if I am lucky) with refueling. What this may be due to?

I have tried to go past the router, was no difference, no other computer is on, I may not be particularly high ping in the game if it would be helpful.

So what can I do?

What is the operator? Suppose it is ADSL connection, tried another modem? More people in the house or in the neighborhood with the same operator that is experiencing the problem?
What does the operator say?

What is your computer specification? How far do you have for your switch?

Sounds undeniably a ridicule, call your carrier and see if there is something there that is crazy.
