The Class 170 is found under Thomson in the filter. Just go to the filter and after that make sure your getting or not. I hope this will help you to solve the issue.

Can you check to make sure that your Steam account has been updated with the DLC and your Railworks installation also knows about it: right click on the Railworks 2 entry in your Steam Library and here choose Properties and after that make click on the DLC tab. Now on the DLC tab make sure you 170 DMU DLC is listed. Now once you done and after that start the game and after that make click on the Package Manager tab and under that make sure 170 DMU package is listed. I hope this will help you to solve the issue.

If not shown in DLC of steam, then your problem is with steam. You can check the details of your account to ensure that the purchase DLC spent properly. If it did, then you should probably get the support of steam. If DLC tab appears on the steam, but not in the package manager somehow Railworks have to force a new download. There may be less drastic ways to do this, but the only ways I know is that clear Railworks installation and then reinstall it. You may want to wait for other suggestions though.

What bothers me is that you said on the page of downloadable content that was asked to pay again. I've never seen that in the vapor that tells me I've bought and not allowed to buy again. I guess as a guard at the stupidity of the customers. Not that I'm immune to what I have four copies of a movie sitting here because when I go to the store I forget we have all ready got it. Therefore, I am a big fan of this feature. My guess is that it might be best to talk with steam and ask them about the problem. I'm not sure it is a 3 Railworks problem.

Just make sure are the files really in place? Should be here: Steam\steamapps\common\railworks\Assets\Thomson\Cl ass170Pack01 followed by some subfolders (Audio, Railvehicles, ...) - mine has a total size of ~165MB, but I forgot if I installed any repaints so yours might be a bit different (in a range of 10-15MB). If they are not: goto Steam\steamapps\ and delete "railworks 2 class170pack.ncf" there. Then do another file integrity check.
